In 1997, on the recommendation of the Economic and Social Council, the United Nations General Assembly proclaimed June 26 International Day in Support of Victims of Torture.

This day is being carried out with the aim of eradicating torture and ensuring the effective functioning of the Convention against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment of 1984, which entered into force on 26 June 1987.

Torture means any act by which severe pain or suffering, physical or moral, is intentionally inflicted on a person to receive information or confession from him or a third person, punish him for an act that he or a third person has committed or in the commission of which he is suspected , as well as intimidating or coercing him or a third person, or for any reason based on discrimination of any kind.

Torture is a crime in accordance with the principles of international law. In all relevant documents, torture is strictly prohibited and can not be justified under any circumstances. And no exceptional circumstances, no matter what they are, whether a state of war or a threat of war, internal political instability or any other state of emergency, can not justify torture. The order of a superior or state authority can not be used as an excuse for torture.

Each State Party shall take effective legislative, administrative, judicial and other means to prevent acts of torture in any territory under its jurisdiction.

To exit from the post-traumatic condition as a result of torture, timely specialized programs are needed. The activities of rehabilitation centers around the world show that victims of torture can begin to forget about the experiences of suffering in order to completely heal.

Also within the Office of the United Nations High Commissioner for Human Rights is the UN Voluntary Fund for Victims of Torture, which deals with the problems of torture victims, distributing funds to help such people and their families.


International Day against Drug Abuse and Illicit Trafficking

In 1987, the UN General Assembly decided to celebrate annually June 26 as the International Day against Drug Abuse and Illicit Trafficking, as a sign of its determination to strengthen its activities and cooperation in order to create an international society free from drug abuse.

The UN estimates that the global number of people who use drugs is currently at least 185 million people (that is, 3% of the total population of our planet, or about 12% of the population aged 15 to 30 years).

Unfortunately, the effects of drug addiction on demographic indicators are becoming increasingly threatening every day.
