____________________________________________________________________________
Libra, October 9. Born on this day are endowed with the ability to penetrate with an accurate, critical look into the life of others and current events.
At the same time, they are more guided by the heart than by the head, and appreciate human qualities. They themselves know how to be extremely attractive natures that have a strong impact on those with whom they deal.
Their intuition is usually excellent, but they can be very misjudged about themselves, especially when emotionally agitated. In a sense, nothing will be hidden from the eyes of those who were born on October 9 - so acutely they perceive the surrounding reality.
And yet, as already mentioned, they can very unrealistically assess their own actions, not noticing what is obvious to everyone. In this case, they are absorbed, embarrassed, hurt, swept away by their emotions about one particular person. Later, they may come to their senses and realize that they made the wrong decision, sacrificing a significant part of their personality in exchange for his love or affection.

October 9, 1874
The headquarters of the Universal Postal Union. Bern, Switzerland
At the Universal Conference of 1874 in Björn, at the initiative of General Imperial Postmaster General Heinrich von Stefan, the Universal Postal Union was established, now having the status of a specialized UN agency.
According to the Universal Postal Agreement adopted by the conference, all the states included in the UPU were declared to be “a single postal territory” with uniform postal rates for international correspondence.
On October 9, at this congress, the Universal Postal Agreement was adopted, which was extended to Austria-Hungary, Belgium, Great Britain, Germany, Greece, Denmark, Spain, Italy, Luxembourg, the Netherlands, Norway, Portugal, Russia, Romania, Montenegro, Switzerland, Sweden, and from non-European countries to the United States of America and Egypt. This document radically simplified and facilitated the interstate exchange of postal correspondence.
Today, the UPU is an interstate organization for the provision and improvement of postal relations in the uniform postal territory formed by the Universal Postal Union. It unites almost all countries of the world.
And in honor of this event, World Post Day is celebrated today.
World Post Day
October 9, World Post Day is one of the international days celebrated in the United Nations system. Held annually on October 9 by the decision of the 14th Congress of the Universal Postal Union (Universal Postal Union) on the day the union was created in 1874. And the World Post Day was proclaimed on World Congress of the World Union of Postmen, held in Tokyo in 1969.
According to UPU, international mail speaks 6800 languages of its customers and is the world's longest network of physical mail delivery. It is designed to ensure reliable, efficient and economical transport of goods and the exchange of ideas. Mail conveys the personal thoughts of friends over long distances. It helps firms of various sizes to find customers and meet their needs.
Modern mail in many industrialized countries is active in the logistics, postal and banking services, catalog trading and direct mail, actively developing information technology, hybrid mail and e-commerce.
The goal of today's World Post Day is to promote the role of the postal sector in the daily lives of people and companies and its contribution to the socio-economic development of countries. Member States celebrating this Day are invited to develop programs of action to raise awareness of the role and activities of their postal services among the public and the media at the national level.
Every year, events held as part of the Day (thematic exhibitions of rare and rare stamps and postcards, postage stamp drawing competitions, various educational events, open doors, conferences and workshops, sports and entertainment events) are devoted to a specific topic.
Post offices of many countries use this opportunity to introduce or promote new postal products and services. And some postal departments also take the opportunity and hold on this day the ceremony of awarding their most distinguished employees.
Interestingly, the world's first postage stamps appeared in England in 1840, and the first postage stamps appeared in Russia in 1857.
